A High Security Registration Plate (HSRP) is a tamper-resistant number plate that Maharashtra requires on vehicles registered before 1 April 2019. This guide explains who needs one, how booking works, the official tariff, and what we could and could not confirm about the deadline and penalties.
NaviMumbai.com is an independent publication and does not book or sell number plates. Book only through the Maharashtra Transport Department’s official link. The featured image is an AI-generated illustration of a blank plate, not a real plate or document.

Which Vehicles Need an HSRP
The department’s SOP is titled for vehicles registered prior to 1 April 2019, and its official FAQ (Marathi, question 1) says the same. Vehicles registered on or after that date that already received an HSRP through the dealer do not need to apply again, per the department’s HSRP page. This guide covers retrofitting older vehicles. If your vehicle already has an HSRP and a plate is damaged or missing, that is a replacement, not a first-time booking; see the section on replacement below.
Official Tariff
The department’s SOP for HSRP on vehicles registered prior to 1 April 2019, dated 13 December 2024 on the department’s index, sets these rates “inclusive of fitment charges and excluding taxes”:
| Vehicle category in the SOP | Set price including fitment, excluding GST |
|---|---|
| Two-wheelers and tractors | Rs 450 |
| Three-wheelers | Rs 500 |
| Light motor vehicles and passenger cars, medium and heavy commercial vehicles, trailers and combinations | Rs 745 |
The SOP gives no GST rate, so the amount at checkout may be higher than these set prices. Review the invoice on the booking site before paying. Per the official FAQ, the fixed charge covers two plates (front and rear) and, for three-wheelers and four-wheelers, a colour-coded sticker; fitment at the designated centre carries no extra charge, removing your old plate is free, the HSRP bracket is optional, and a wrong plate or sticker is replaced free. Home fitment is optional and may be charged over and above these rates, but it is free for 25 or more vehicles at one site.
Deadline and Penalty: What We Could Confirm
The department’s HSRP document index shows these notices, which we read as scanned documents:
- The December 2024 SOP gave a deadline of 31 March 2025.
- A circular dated 20 March 2025 extended it to 30 June 2025, and a circular dated 25 June 2025 refers to a further extension to 15 August 2025.
- Circular 55/2025, dated 14 August 2025, called 30 November 2025 a “final extension”.
- A circular dated 28 November 2025, listed on 29 December 2025, extended the deadline to 31 December 2025.
The index has no extension notice dated after that, and nothing mentioning 30 June 2026. News reports give 30 June 2026 as the extended deadline (Free Press Journal, 14 May 2026), and a News18 Marathi report of the same day quoted a statement that no further extension would be given. Both the official 31 December 2025 date and the reported 30 June 2026 date have passed. We located earlier extension notices on the department’s website but did not locate the official notice confirming the June 2026 extension or a later extension during this review. Confirm the current position with your RTO.
News reports described a Rs 1,000 enforcement charge from July 2026 (Free Press Journal, updated 30 June 2026). We have not independently verified the applicable Maharashtra notification or charging provision. Check the current position with the Transport Department or your RTO. The SOP itself says enforcement under Section 177 of the Motor Vehicles Act would follow after its own deadline, without stating an amount.
RTO Services on Hold Without an HSRP
By our reading of the 28 November 2025 circular, vehicles without an HSRP have these on hold: re-registration, vehicle alterations and permit renewal (fitness certificate renewal is excepted), plus transfer, change of address and hypothecation under an earlier circular, and vehicles seized by the flying squad are not to be released without an HSRP. The Free Press Journal’s June 2026 report described a similar list from 1 July 2026 and said owners with an appointment booked by 30 June 2026 would get temporary relief until their slot. Treat the 2026 list as reporting, not a verified current policy, and check with your RTO before planning a sale or loan. See our RTO Navi Mumbai (Vashi) guide for the office’s other services.
How to Book
This sequence comes from the department’s SOP, official FAQ and booking page. We have not completed a booking, so treat it as navigation, not a tested walkthrough.
- Open the Transport Department’s HSRP booking page and select your RTO. The page then redirects to the agency site for that RTO, which may be mhhsrp.com, maharashtrahsrp.com or hsrpmhzone2.in, so don’t assume one site covers everyone.
- Select the RTO where your vehicle is registered, including after a completed transfer (FAQ question 8). This choice is separate from where the plate is fitted.
- Choose an authorised fitment centre offered by the booking system. The FAQ (question 7) says a vehicle registered in one district can be fitted in another by entering the pin code of the place where the owner lives or works and choosing a nearby centre. Its example is an MH12 vehicle fitted through a provider appointed at MH01. Choose the centre carefully before booking, because the official FAQ restricts changing the centre after booking (question 14).
- Book the appointment and pay online.
- Go to the centre on your slot with your receipt number. The SOP says no walk-ins are allowed.
Appointment rescheduling is handled through the authorised provider’s portal (FAQ question 20), which is different from changing the centre. Tracking, cancellation and receipt-reprint menus on the agency sites belong to that agency, so follow the one you are sent to.
Before You Book
- Check that your vehicle was registered before 1 April 2019. If it already has an HSRP and a plate is damaged or missing, use the authorised replacement route instead.
- Keep your registration certificate available. The SOP says the registration number and the last five characters of the chassis and engine numbers are verified against VAHAN.
- Compare what you enter with the certificate before paying. The SOP says a mismatch leads to the HSRP being rejected and the amount paid being forfeited completely.
- Check your VAHAN mobile number. The SOP says the owner should ensure it is updated, while the official FAQ (question 5) says updating it is not required and an appointment can be booked from any mobile number. Follow the prompts on the booking portal you are sent to, and confirm with your RTO if yours is out of date.
- Start from the department’s booking page and check the invoice amount against the SOP tariff before paying.
- Decide between a centre and home fitment, since home fitment may cost extra.
- Save the receipt, selected centre, appointment date and time. The SOP says a receipt number and an SMS with the location are generated. You will need these if you have to complain.
- Don’t miss your slot: the SOP says plates not fitted are destroyed after the third appointment or 90 days from the first appointment date, and the deposit is forfeited.
- Don’t assume a new booking protects you from enforcement. The reported temporary concession concerned appointments booked by 30 June 2026, a date that has passed.
- If you plan to sell the vehicle or change a loan, confirm with your RTO whether an HSRP is holding up the service.
- Follow the selected provider’s current instructions for the visit.
Replacement of Damaged or Lost Plates
Replacement is separate from first-time retrofit booking. We found no procedure or charge for damaged or lost plates in the SOP or FAQ. The FAQ refers replacement and re-order requests to the agency portal’s reschedule, replacement and re-order tab, and says a wrong plate or sticker is replaced free. Use the authorised agency route for your RTO.
If Something Goes Wrong
The official FAQ separates the provider’s own support from the department’s. If you cannot get an appointment, or no message arrives on the appointment day, the FAQ (questions 16 and 21) points you to the grievance system of the company the department selected, and lists customer-care numbers and email addresses for each of the three agencies. For a plate not fitted on the appointment day (question 22) or a fitment-centre staff member asking for an extra charge (question 26), the FAQ gives the department’s complaint email, hsrpcomplaint.tco@gmail.com. Quote your receipt number, appointment date and time, and the centre you were sent to, and keep a copy of what you send. We have not tested either route, so we cannot say how quickly they respond.
Fitment Centres Around Navi Mumbai
You choose a centre on the booking site, and as noted above it need not be in the district of your registration RTO. The department’s Zone 1 list of Rosmerta fitment centres, dated 10 June 2025 on the department’s index, includes these Navi Mumbai area locations. Confirm current availability through the booking portal before travelling, since the list is not proof that every centre still operates.
- Vashi RTO (MH43) region: Nerul, Turbhe and Juinagar
- Panvel RTO (MH46) region: Kharghar (Sectors 10 and 20), Kalamboli, Ulwe, Old Panvel, Khanda Colony and the Panvel industrial estate
- Taloja Phase 1 (pincode 410208), listed separately
The index also has Zone 2 and Zone 3 lists for the other two agencies. For RTO contact details, see our driving licence renewal guide, which lists the Vashi and Panvel RTO offices.
Avoid Fake HSRP Websites
The department’s index includes a Marathi notice dated 5 March 2026 from the Joint Transport Commissioner, Mumbai, which we read as an image. It says the state has chosen three agencies to fit HSRPs on vehicles registered before 1 April 2019, that owners should use only transport.maharashtra.gov.in and its “HSRP Online Booking” link, and that fake links and websites have been created for old-vehicle HSRPs and a case filed. Read the notice and start from the department’s HSRP page, not a search ad or a link in a message.
