How to Change the Name on an MSEDCL Bill After Buying a Flat in Navi Mumbai

Government Services

Quick answer: first, check that your latest electricity bill is from MSEDCL (Mahavitaran). If you recently registered the flat, look for an MSEDCL SMS or an existing name change request before you apply again. Sole buyers and joint buyers follow different steps when registration starts the request. If no request exists, or you inherited the flat, use Change of Name on the Mahavitaran app or the consumer portal.

Apply on the MSEDCL consumer portal | Track an existing request on MSEDCL’s site | MSEDCL helplines

This is general information, not legal advice. Forms, fees and portal screens change, so follow what the MSEDCL app or portal shows. This guide is independent and is not affiliated with MSEDCL or MERC. Areas supplied by other licensees follow their own process, which is why you should check your bill first.

What should you do first?

Your situation Next step
I registered the flat in my name and received an MSEDCL SMS Check the existing request before you start another. Where property registration triggered the application with the parties’ consent and there is one owner, MSEDCL’s circular on auto initiated name change says no document upload is required. Pay the processing invoice through the official portal or app within the stated 60 day window
We registered the flat jointly On the registration triggered route, nominate the person whose name will appear on the bill and upload the other owners’ consent or no objection letters, using the consent and no objection form (Annexure I) attached to the circular. MSEDCL says failing to pay, or to submit the required consent, within the applicable 60 day window can close the request automatically
There is no existing request, or I inherited the flat Use Change of Name on the MSEDCL consumer portal or the Mahavitaran app. Select the reason and follow the document list for that case. A buyer, an heir and a tenant do not all submit the same evidence
It is already my connection but my name is misspelled Ask for a correction in spelling. MSEDCL’s document checklist lists it as its own category, separate from a change of name

Registration can start a request. It does not mean every registration changes the bill automatically without further action, so check the status and pay the invoice if one is shown.

Name change or new connection?

Your situation What to do
You bought a flat that has a live MSEDCL meter in the seller’s name Apply for a change of name on that connection, unless registration has already started a request
The previous owner died The connection can be transferred on the death of the consumer. Apply for a change of name with the documents for a legal heir
A tenant or lessee wants the connection in their name The tenant applies with letting documents and the owner’s no objection letter
Your name on the existing connection is spelled wrongly Ask for a correction in spelling, which MSEDCL’s document checklist lists as its own category
The flat has no meter This is a new connection, with its own application, quotation and deposit. See the water, electricity and gas connection guide
You want to move the connection to another flat A change of name does not allow shifting a connection to different premises

A change of name does not change the tariff category or consumption. Only one name is recorded per connection.

Documents: what the rule and the form say

  • Consent and alternatives: the notified MERC Supply Code, regulation 12.3, provides that where a transferor’s consent letter is absent, the application can be supported by other evidence, such as proof of ownership or occupancy, a registered deed, a partition deed or a succession certificate, as applicable. An unavailable seller does not automatically stop the transfer (see the notified MERC Supply Code).
  • Match the document to your case: MSEDCL’s document checklist by category lists evidence by circumstance, including the relevant legal document for inheritance, succession, a will or a gift, and letting documents plus the owner’s no objection letter for a tenant. Use the checklist that the app or portal shows for the reason you select.
  • Different consents, different purposes: a landlord’s no objection letter, a joint owner’s consent and the seller’s consent on the deposit are separate things. A society no objection letter is not standard paperwork for every resale, so provide it only if the checklist for your case asks for it.
  • Form U and Form X: Form U is MSEDCL’s change of name form. Form X deals with the old consumer’s security deposit, either consent to transfer it to the new name or a request for refund. Without consent to transfer the deposit, the incoming consumer may need to provide a fresh one. Form X is not general seller consent for every name change.
  • Latest bill: keep the consumer number from the latest bill, because the application needs it.

How to apply when no request exists

Step What to do
1 Open the Mahavitaran app or the consumer portal and log in with your consumer number and mobile number
2 Choose Change of Name and select your consumer number and the reason for the change
3 Fill in the new owner’s details in Form U and upload the documents on the checklist for your reason
4 Pay the processing fee invoice shown on the portal, and save the application number, invoice and receipt
5 Watch your phone for a message about any missing document, and check the status in the app

Fees, deposit and time

  • Fee: pay the invoice shown on the official portal or app. MSEDCL publishes a schedule of charges, but this guide does not give an amount, because the payable figure depends on the case. Do not rely on older forms that mention a fee waiver. The processing charge is separate from any fresh security deposit.
  • Time: press reports of MSEDCL’s online service describe processing in 3 to 7 days after the required documents are uploaded and the processing fee is paid (see Lokmat Times, November 2025 and MyPunePulse, January 2026). Separately, regulation 12.4 requires MSEDCL to communicate its decision within the second billing cycle from the application date. Neither promises a newly printed bill in three days, so check the name on the first bill after approval.
  • Seller’s arrears: regulation 12.5 provides that unpaid dues of the earlier owner or occupier are a charge on the premises and can be recovered from the incoming owner or occupier. Before settlement, check the outstanding balance against the consumer number, agree with the seller how it will be cleared, and keep the receipt. A previously paid bill and a current zero balance are not the same evidence.

If it is delayed or refused

  • Use the option to track an individual name change request on MSEDCL’s site first. Save the application number, the invoice, the receipt and any message about missing documents.
  • If MSEDCL refuses a request, regulation 12.4 provides for an opportunity to be heard and for reasons in writing.
  • Call the toll free numbers 1800 233 3435 or 1800 212 3435, or 1912 or 19120, as listed on the consumer FAQ page.
  • If the problem is not resolved, write to the Consumer Grievance Redressal Forum for your area, and then the Electricity Ombudsman. Time limits and disposal periods depend on the category of grievance, so check MERC’s current regulations before you rely on a number (see the MERC regulations).

Frequently Asked Questions

Do I need to apply again after registering my flat?

Check first. Registration can start a name change request. Look for an MSEDCL SMS or an existing request before you apply again.

Do I need to upload documents?

For a sole buyer on the registration triggered route, MSEDCL’s circular says no document upload is required, and you pay the processing invoice within 60 days. Joint buyers nominate one name and upload the other owners’ consent. If no request exists, upload the documents for your reason.

Is the seller’s consent compulsory?

No, not in every case. The MERC Supply Code lists other evidence where a consent letter is absent, such as proof of ownership, a registered deed or a succession certificate.

How long does an MSEDCL name change take?

Press reports of MSEDCL’s online service describe 3 to 7 days after documents and fees are in. The regulation requires a decision within the second billing cycle.

Do I have to pay the seller’s old electricity bills?

Unpaid dues attach to the premises and can be recovered from the new owner, so check the outstanding balance and agree with the seller before settlement.

What if my name is misspelled on the bill?

Ask for a correction in spelling, which MSEDCL’s document checklist lists as its own category.

Is a name change the same as a new connection?

No. A name change moves an existing connection. A flat with no meter needs a new connection.

Who do I call if it is stuck?

Track the request first, then call 1800 233 3435 or 1800 212 3435, or 1912 or 19120.
