Firecracker rules: what applies where
| Area or authority | Position | What it means |
|---|---|---|
| NMMC areas (Vashi, Nerul, Belapur, Airoli and others) | Newsband reported on 5 November 2026 that NMMC asked residents to avoid firecrackers, that permitted crackers may be used only between 7 pm and 10 pm, and that noise above 125 decibels is prohibited (see the Newsband report) | This is NMMC’s reported guidance for this Diwali, not blanket permission across Navi Mumbai. A signed 2026 Navi Mumbai Police order was not independently verified |
| Panvel Municipal Corporation areas | The civic commissioner has appealed for an eco friendly, cracker free Diwali (see the Free Press Journal report) | It is an appeal and not a legal order. Do not assume the NMMC window has been notified for Panvel |
| Public roads, anywhere in Maharashtra | The Bombay High Court direction of 15 October extended a ban on bursting firecrackers on public roads, streets, lanes and footpaths to all festivals throughout the year (see Bar and Bench and Courtbook, which describes it as applying across Maharashtra) | Do not burst crackers on public roads, even during the reported NMMC hours. The ban on where applies independently of the guidance on when |
| Navi Mumbai Police | A signed 2026 order on hours, sky lanterns and penalties was not independently verified | Check the Navi Mumbai Police website for any notice |
The Bombay High Court has also asked the Maharashtra government, the pollution control board and the police to consider whether timing restrictions similar to Delhi-NCR’s could apply in Maharashtra, as reported on 4 November (see the Free Press Journal report). That direction does not by itself adopt Delhi’s time slots for Navi Mumbai.
NMMC has cited the 125 decibel noise limit this year. Do not treat a cracker as lawful just because it falls below one noise figure, and keep to the guidance on where and when.
Report a noise complaint in an NMMC ward
A 5 November 2026 Newsband report lists 1800 222 309 and 1800 222 310 as NMMC’s toll free numbers for noise and air pollution complaints, alongside separate contacts for the Belapur, Nerul, Vashi, Turbhe, Kopar Khairane, Ghansoli, Airoli and Digha wards. The report is the source and not an NMMC notice, so confirm the numbers on NMMC’s official channels. They are for NMMC wards and not for Panvel. Keep emergency calls separate: 100 for police, 101 for fire and 112 for emergencies.
How other areas’ orders differ
- Mumbai Police: its orders on bursting crackers and lasers on public roads, and on licences for selling and storing crackers, apply to the Mumbai police commissionerate (see the India TV report). Navi Mumbai has its own commissionerate. The Mumbai orders do not establish the position on sky lanterns or other items in Navi Mumbai.
- Delhi-NCR: the Supreme Court’s 2026 order allowing green crackers in set time windows applies to Delhi-NCR and does not mention Maharashtra (see the CourtBook report).
A historical note
In 2024, Navi Mumbai Police banned crackers above 125 decibels and sky lanterns, and NMMC urged a green Diwali (see the Newsband report and the Free Press Journal report). Those were earlier years’ orders and are not a substitute for this year’s notices.
Practical advice
- If you use permitted crackers, follow your civic body’s reported window, and never burst them on a public road, near hospitals, schools or crowded places.
- Keep children supervised, and prefer clay lamps, paper lanterns, rangoli and light based decorations.
- Housing societies: agree a designated spot and time, keep a bucket of water or sand, and keep fire exits and passages clear.
- See the Diwali shopping guide for markets, and the Navi Mumbai traffic guide if you are driving on the evenings.
