Quick answer: to apply for an OCI card from the USA you register on the OCI portal, upload your documents, print the form and send the packet with the fee to the VFS centre for your consular jurisdiction. Since July 2026, new applicants receive a digital e-OCI card only, which they download after approval. Most problems come from document quality and mismatched names, not from the form itself.

This is general information, not an official notice. OCI rules, checklists and fees change, and the portal and the Embassy pages are the sources to rely on. This guide is independent and is not affiliated with any government body.

Who is eligible

VFS’s summary says OCI is open to certain former Indian citizens and their children and grandchildren, minor children of eligible persons, and the foreign born spouse of an Indian citizen or OCI cardholder where the marriage is registered and has lasted at least two years. It lists people whose parents, grandparents or great grandparents are or were citizens of Pakistan, Bangladesh or other notified countries, and foreign military or police personnel, as not eligible (see VFS OCI services). The Embassy points to the OCI portal for the full eligibility rules, so read them there. OCI is not Indian citizenship.

The 2026 change: digital e-OCI only

  • From July 2026, new applicants receive an e-OCI card in digital form only. There is no physical booklet. You download it from the portal once the status shows Granted (see the Consulate General in Chicago notice).
  • Existing physical cards remain valid. Pages that say a card will be sent or collected are out of date.
  • Sources give the start date as 1 July or 8 July 2026, so say “from July 2026”.
  • PIO cards have not been valid for travel since 30 September 2023. Holders apply for OCI.

How to apply: the route

Step What to do
1 Create an account on the VFS site and register for the OCI service.
2 Fill in the application on the OCI portal and upload your documents and photo and signature.
3 Print the form and sign it.
4 Send the form, the enclosures and the fee to the VFS centre that serves your jurisdiction, by courier.
5 Track the application on the portal status page, and collect or arrange return of the finished application as VFS instructs.

The Embassy page, updated in October 2026, describes this sequence (see the Embassy page). VFS says the centre is the one for where you ordinarily live. Check your state on the VFS page. Applications go by courier and not as walk ins, and VFS accepts only specific UPS envelopes, one application per package, with a return address that matches the form.

Photo and signature specifications

  • Photo: square, from 200 by 200 to 1500 by 1500 pixels, up to 500 KB.
  • Signature: a 1 to 3 ratio, from 200 by 67 to 1500 by 500 pixels, up to 500 KB, in blue or black ink.
  • Documents: PDF, up to 1000 KB each.
  • The uploaded and the physical photographs must be identical and not more than six months old.

Documents

The lists below are summaries of VFS checklists dated 2026. Download the current checklist for your category and follow it exactly.

Adult, foreign national by birth, never held an Indian passport

  • The signed application form and a passport valid for at least nine months.
  • A birth certificate. Hospital issued certificates are not accepted, and foreign issued ones need an apostille.
  • Proof of Indian origin of a parent, grandparent or great grandparent, such as the first two and last two pages of an Indian passport, a domicile or nativity certificate, or a parent’s OCI.
  • Proof of legal status in the USA if you are not a US passport holder, marital status proof, name change documents if any, an employment letter, and address proof that is not a PO box.
  • A notarised affidavit, an undertaking and a consent letter, as the checklist requires. Send self attested copies of apostilled documents and not the originals. Documents not in English need an authorised translation.

See the VFS adult checklist.

Foreign born spouse of an Indian citizen or OCI

  • A passport valid for at least six months, an apostilled birth certificate and a registered or apostilled marriage certificate.
  • The Indian spouse’s OCI card or the first two and last two pages of the Indian passport that show the spouse’s name.
  • A notarised joint affidavit that the marriage subsists, plus legal status and address proof.

See the VFS spouse checklist. Passport validity differs between the adult and spouse checklists, so read the one for your category.

Former Indian citizens

If you gave up an Indian passport, VFS asks for a renunciation or surrender certificate for surrenders after 31 May 2010, or a cancelled passport copy for earlier surrenders, the first two and last two pages of your last Indian passport, and an undertaking to surrender Indian voter and ration cards. Your previous name and date of birth must match.

Minors

Minors have separate VFS checklists, including parental authorisation, a sworn affidavit by the parents, and the parents’ current passports and legal status. Download the checklist for the child’s category.

Fees

The Embassy page, updated in October 2026, lists a new OCI application at USD 275, plus USD 3 for the community welfare fund and a USD 19 VFS service fee, USD 297 in total. VFS lists other services, such as OCI in place of a PIO card and miscellaneous services, with their own fees. A 3.75% convenience charge applies to card payments, and a money order or cashier’s check goes to VFS. Personal checks are not accepted. Fees can change, so confirm them on the Embassy page before you pay.

Processing and tracking

  • No official processing time is published on the Embassy or VFS pages, so do not plan travel around a figure from a blog.
  • Track the application on the portal status page. VFS cannot give a status until the application returns from the mission.
  • VFS says incomplete applications are returned after 20 days, and requests for extra documents lapse after 7 days.
  • For urgent travel, VFS tells applicants to apply for a visa.

Common reasons for rejection

  • A poor quality photograph or signature, or documents that were not uploaded.
  • A wrong passport number or issue date, or a wrong name, place or date of birth.
  • Parents’ or a spouse’s names that are not full or do not match legal records.
  • A missing marital status or spouse name, or wrong contact details.
  • A previous name left out, or Indian origin not established.

If you already hold an OCI card, see the guide to e-OCI and passport updates. For property papers once you hold one, see the guide to the documents NRIs need for Indian property.

Frequently Asked Questions

Yes. You register on the OCI portal, upload documents, and send the printed form and fee to the VFS centre for your consular jurisdiction by courier.

Will I get a physical OCI card?

New applicants from July 2026 receive a digital e-OCI card only, which they download from the portal. Existing physical cards stay valid.

How much does an OCI application cost from the USA?

The Embassy page listed USD 275 plus USD 3 and a USD 19 VFS fee, USD 297 in total, in October 2026. Confirm before you pay.

How long does the application take?

No official time is published. Track it on the portal and do not plan travel around an estimate.

Which documents do former Indian citizens need?

A renunciation or surrender certificate or cancelled passport copy, the first two and last two pages of the last Indian passport and an undertaking, along with the other checklist items.

Is OCI the same as Indian citizenship?

No. OCI is a lifelong visa type with its own rights and limits, and it does not make you an Indian citizen.
