What the Konkan Board Offered in Navi Mumbai in 2025
The Konkan Board’s July 2025 lottery covered 5,362 homes and plots across the Konkan region. The Navi Mumbai entries in MHADA’s advertisement are below. The prices and areas are as printed for 2025. They show the kind of homes on offer, not what the next lottery will list.

These seven entries add up to 205 homes out of the 5,362. All seven appear on the first page of the advertisement under the 20% inclusive housing scheme, where private developers build the homes and set aside a share for MHADA’s lottery. Schemes 418 and 419 share one project and one MahaRERA registration number. The advertisement prints a MahaRERA registration number for each project, so you can look a project up before you pay anything. The prices above are sale prices. The booklet says GST, stamp duty, registration charges, property tax and other charges are extra, so the total cost is higher. Why Gotheghar is not in the table. Scheme 435, 88 LIG homes at Gotheghar, is printed in the advertisement with the address Navi Mumbai. MHADA’s project page places the project at Mouje Gotheghar, Kalyan taluka, Thane district, so we have not counted it as Navi Mumbai.

Who Could Apply: The 2025 Booklet
These are the conditions in the 2025 booklet. The next lottery’s booklet may change any of them, including the income period, deposits, instalments and deadlines described below.

The home-owning rule is worded by municipal area, so it matters where you own property and where the scheme sits. If your family owns a home anywhere, read Regulation 9(A) in the booklet before you pay the deposit. MHADA can cancel an allotment after checking your documents.

The booklet sets lower limits for the rest of Maharashtra (₹4,50,000 for EWS and ₹7,50,000 for LIG), and those do not apply to Navi Mumbai schemes. MHADA’s “EWS” is an income group set by family income. The booklet asks for an income tax return or Tahsildar income certificate and does not mention the EWS reservation certificate. How Applications Worked in 2025
- Register on housing.mhada.gov.in or in the MHADA Housing Lottery System app. One registration works for every board’s lottery, according to MHADA’s FAQ.
- Keep your documents ready first: Aadhaar, PAN for you and your spouse if married, a mobile number and email, your domicile certificate, and your income proof. Your mobile number must be linked to your Aadhaar.
- Choose the scheme and the income group you qualify for. You can apply for several schemes, but each one needs its own deposit, and if you win in more than one you must choose one within 7 days of the result. Within one scheme you cannot apply in more than one category or income group, and such applications are cancelled.
- Pay the earnest money and the ₹590 application fee online before the deadline. In 2025 that was by card, net banking, NEFT or RTGS.
- Download the printed receipt and check every detail. The application number on the receipt is the number used in the draw.
Give a savings account in your own name for refunds. The booklet says you cannot apply with another person’s bank account, and a current account, joint account or NRI account will not be accepted. A wrong bank detail can delay your refund, and MHADA says it is not responsible for that.
Applications with a wrong PAN number, an unpaid deposit or an entry made outside the opening and closing times are removed from the draw. In the 2025 lottery the online window ran from 14 July to 13 August 2025, and payment closed on 14 August.
How the 2025 Draw Worked
After the window closes, MHADA’s IHLMS 2.0 system checks every application and publishes a draft list of eligible applicants. In 2025 the draft list came out on 21 August and objections were accepted until 25 August. A final list followed on 1 September, and the draw is run by computer. Winners and a waiting list are published on MHADA’s websites and notice board. The 2025 booklet kept a waiting list of 10% of the homes in each scheme.
If a category does not draw enough applications, its homes can be shifted to other categories under Regulation 13 of MHADA’s disposal of land rules. A winning applicant has to show papers for the category they applied in.
The 2025 schedule moved twice. The booklet gave 3 September 2025 for the draw, and MHADA’s second revised schedule put the draw on 11 October 2025 at Dr. Kashinath Ghanekar Natyagruha in Thane. Some websites still carry the original date.
What Happened After a Win in 2025
In the 2025 lottery MHADA sent a provisional offer letter by SMS and email. You must accept online within the stated time or the application is cancelled automatically, and your deposit goes back to your bank account.
20% inclusive scheme homes. You pay 1% of the sale price as an administrative charge to MHADA within 30 days of the offer letter. The booklet allows 15 more days with interest at 11% on that amount, and after that the application is cancelled. You pay the remaining price to the developer in stages. The booklet says the stages follow the developer’s MahaRERA registration. The listed price does not include GST, stamp duty, registration charges, property tax or municipal charges. A covered parking space, where available, is arranged with the developer at extra cost. Konkan Board scheme homes. You pay MHADA directly. The booklet asks for 25% of the price within 30 days of the provisional offer letter and the remaining 75% within 90 days of that letter. You can also pay the full price in one go. MHADA issues the no-objection certificate for a home loan after you pay the first instalment. GST, stamp duty, registration charges, property tax, maintenance charges, electricity board charges and RERA charges are extra. Possession follows the municipal corporation’s occupation certificate, and the booklet says no interest is payable on your payments while you wait for it. Buyers must also form a co-operative housing society.
Married winners. If you are married, the allotment letter and possession papers are in the joint names of you and your spouse. If you and your spouse both apply and win in more than one scheme, you get one home between you. The other deposits are refunded after the booklet’s deduction of ₹1,000 per application.

Refunds and Withdrawals in 2025
- If you do not win: the earnest money comes back without interest by NEFT or ECS to the bank account in your application. The ₹590 fee is not refunded. If you paid by card, the refund still goes to the bank account you entered.
- If you win and withdraw before the offer letter: the booklet says ₹1,000 is deducted as an administrative charge. A separate notice in the same booklet says 1% of the amount paid with the application is deducted if a winner asks for the deposit back. The two figures differ and the booklet does not say which stage each covers, so we do not give one amount. Ask MHADA which applies before you withdraw.
- If you give the home up after the offer letter: MHADA keeps 1% of the sale price and refunds the rest without interest. The booklet says a proposal to deduct 10% instead is pending with the Authority, and that any decision will apply to 2025 applicants.
- If you miss a payment deadline: the offer letter is cancelled and 1% of the home’s price is forfeited from what you paid. The rest is refunded without interest, and your claim to the home ends.
Documents the 2025 Booklet Asked For
- Aadhaar for you and your spouse, and PAN for both if you are married.
- Domicile certificate (Age, Nationality and Domicile).
- Income tax return or Tahsildar income certificate for the income period the lottery specifies (2023-24 in 2025). Applicants in the central government, state government and MHADA employee categories must submit the income tax return.
- Caste validity certificate if you win in a SC, ST, NT or DT category. The booklet gives three, four and six months in different places, so confirm the deadline in the booklet you are using. Our caste validity guide explains the process.
- Artist certificate from the Directorate of Cultural Affairs, if you apply in the artist category. The booklet gives three months after the draw.
- A UDID card if you apply under the disability provisions.
Avoiding Fake Websites and Agents
MHADA’s booklet says the Konkan Board has not appointed any representative, adviser or property agent to help with allotments, and that it is not responsible for payments made to unauthorised people. In August 2024 MHADA put out a press release warning about a fake website, mhada.org, that asked for ₹50,000, and said housing is allotted only through its official channels. Its warning page names the IHLMS 2.0 lottery, Book My Home, online lottery, post-lottery and e-auction portals.
- Apply only on mhada.gov.in, housing.mhada.gov.in or the official app.
- Never pay anyone to “guarantee” a draw result or to “reserve” a flat before the lottery.

Can I sell a MHADA home after I get it?
Not quickly. For Konkan Board scheme homes, the 2025 booklet says that under MHADA’s 1981 regulations the home cannot be sold for 5 years, and that an unauthorised sale or transfer leads to legal action. The section on 20% inclusive scheme homes does not repeat that period, and the booklet says buyers stay bound by the 1981 regulations as amended. Ask MHADA which rule applies to your scheme before you plan a resale.
Is MHADA better than CIDCO for a Navi Mumbai home?

Can I buy a MHADA flat without winning a lottery?
MHADA uses more than one allotment route. Its warning page of August 2024 lists the lottery, a first-come-first-served portal called Book My Home, post-lottery sales and e-auction among its official channels. Whether a particular flat is available that way today is something to check in the official notice for that scheme. MHADA says no agents or consultants are appointed, so an agent’s promise of guaranteed allotment is not a substitute for an application on an official portal.
