Buying or renewing health insurance after 60 is different from buying it at 35. Premiums are higher, waiting periods matter more, and the terms that look minor on a brochure, such as room rent limits and co-payment, decide how much you pay at the hospital. This guide explains what to compare, what the regulator’s 2024 rules mean for older buyers, the government schemes open to Navi Mumbai residents including the Maharashtra scheme, how the tax deduction works and how to check that a policy works with the hospitals you would use. It gives no premiums and does not rank plans, because premiums depend on age, health, city, cover and insurer.

This is general information and not insurance, tax or legal advice. Policy terms and rules change, so read the policy wording and the insurer’s own documents. This guide is independent and is not run by any insurer.

What the 2024 IRDAI rules mean for older buyers

These points follow the Insurance Regulatory and Development Authority of India (IRDAI) master circular on health insurance business, dated 29 May 2024, and the IRDAI FAQs on the IRDAI website. Check the circular and your policy wording for the exact terms.

Topic What it means
Entry age Insurers must offer products catering to all age groups. Acceptance still depends on the available product, its eligibility criteria and underwriting. Turning 70 does not guarantee acceptance into every policy.
Waiting period for pre-existing conditions A maximum of 36 months. It is a ceiling, so a policy can have a shorter wait, and it is not waived for senior citizens.
Moratorium After 60 continuous months, including eligible portability and migration credits, policies and claims cannot be contested for non-disclosure or misrepresentation except for established fraud. Coverage limits and exclusions still apply. An increased sum insured has a separate moratorium clock for the enhanced portion.
Cashless decisions Insurers must decide a pre-authorisation request within one hour and give final authorisation within three hours of the hospital’s discharge request. These are decision timelines and not a guarantee that a claim is approved.

Government cover open to Navi Mumbai residents

Ayushman Vay Vandana, for age 70 and above

The Ayushman Vay Vandana card extends AB-PMJAY to everyone aged 70 and above, regardless of income, with cover of up to ₹5 lakh a year for hospitalisation at empanelled hospitals. It was launched on 29 October 2024. Eligibility and enrolment are separate: being eligible is not the same as completing registration and having access verified for a particular treatment package.

Situation What to understand
Eligible seniors in a family not already covered by AB-PMJAY Up to ₹5 lakh a year on a family basis.
Family already covered by AB-PMJAY An additional cover of up to ₹5 lakh a year for members aged 70 and above. It is not shared with younger family members, according to reports of the scheme rules.
Existing private insurance Does not by itself disqualify an eligible senior, according to reports.
CGHS, ECHS and other specified government schemes Choice rules apply, so do not assume you can use both at once. The National Health Authority’s FAQ describes giving up the existing scheme in favour of AB-PMJAY as a choice that cannot be undone, so read the FAQ on the NHA site before you decide.
  • Register through the Ayushman app, the National Health Authority’s beneficiary portal, a Common Service Centre or an empanelled hospital. Aadhaar is the main document asked for.
  • The helpline listed in reports is 14555. Check the PM-JAY site for current details.
  • The cover is for hospitalisation, not routine outpatient visits, and treatment is at empanelled hospitals.

Maharashtra’s MJPJAY

Maharashtra runs the Mahatma Jyotiba Phule Jan Arogya Yojana (MJPJAY) together with AB-PMJAY as an integrated scheme. The official information on the MJPJAY portal describes expansion to Maharashtra families, with a ₹5 lakh family floater cover a year for its main beneficiary categories and category specific exceptions. Do not rely on older secondary descriptions that still quote ₹1.5 lakh.

  • Check your eligibility for the Maharashtra scheme as well as the 70 and above provisions. They are separate routes.
  • Eligibility is by beneficiary category, usually shown by a ration card category or an Ayushman card, with identity proof. Check the portal for the documents that apply to you.
  • Check that your hospital is empanelled and that your treatment is covered under a scheme package, through the hospital’s scheme desk.
  • Do not add the limits of different schemes together as independently available cover. The terms of each scheme decide what can be used.

A private health policy

Private cover can be a separate individual policy for each parent, or a family floater in which members share one limit. Adding an older member raises the premium of the whole floater, so compare individual policies for the parents with a floater. A top-up or super top-up can add cover above a deductible for less than a higher base cover. See the health insurance for families guide for family cover.

What to compare in a policy

Term What to check
Pre-existing condition waiting period The exact wait before a known condition is covered, with a maximum of 36 months under the 2024 rules.
Room rent limit A cap on the room category. Whether other payouts are reduced in proportion depends on the policy wording and the expenses concerned.
Co-payment The share you pay of the admissible claim amount under the relevant clause. See the illustration below.
Sub-limits and disease caps Limits on named treatments, such as cataract or joint replacement.
Pre and post hospitalisation How many days of costs before and after admission are covered.
Day care treatment Which procedures are covered without an overnight stay.
Domiciliary treatment Treatment at home. It is a separate benefit and is not automatically covered.
Top-up and super top-up A top-up applies its deductible to each claim, while a super top-up applies it to the total of claims in the year. Check which one you are buying.
Renewal terms Whether the policy renews for life and how the premium can change at renewal.
Network hospitals Whether your hospitals are in the cashless network. Network status alone does not guarantee approval for every treatment.
Exclusions What is not covered, including permanent exclusions.

Illustration only: if the admissible claim is ₹2 lakh and a 20% co-payment applies, the co-payment is ₹40,000. Other uncovered expenses may be additional. This is not a product recommendation or a premium.

Declare existing conditions honestly, since hiding them can lead to a rejected claim. If you change insurers, ask about portability, which can carry over some waiting period credit if you apply before renewal.

Tax: Section 80D and the change of law

Section 80D is the familiar name for the deduction on health insurance premiums and some health spending, and it lives in the Income-tax Act, 1961. The income tax portal distinguishes dues up to FY 2025 to 2026 under the 1961 Act from tax year 2026 to 2027 onwards under the Income-tax Act, 2025, so check which year and which provision applies to your return. incometax.gov.in has the current guidance.

  • The limits are deduction limits, not tax saved and not an allowance for every senior citizen.
  • There are separate categories for yourself and your family and for your parents, and the enhanced limit applies where the person covered is a senior citizen.
  • Under the old regime guidance, a preventive health check-up of up to ₹5,000 sits within the overall limits and does not add to them.
  • Eligible medical spending for a senior citizen who has no health insurance can also qualify within the section’s conditions.
  • Premiums must be paid by a permitted non-cash mode, and the preventive check-up has its own rule on payment.
  • Whether the deduction is available depends on the tax regime you choose.

Ask a chartered accountant about your own case before you rely on a figure.

A worksheet for checking hospitals near you

A guide to the best hospitals is useful background, but it cannot show that a particular insurer or scheme accepts a particular hospital. Fill in this worksheet for each hospital you might use. Keep private insurer cashless networks separate from government scheme empanelment.

Check Record
Hospital The exact name and branch.
Network status The result from the insurer or its administrator’s directory, and the date you checked.
Planned treatment Whether it is covered under the policy or the scheme.
Room eligibility The permitted room category and any cap.
Cashless process The hospital insurance desk and the insurer’s contact numbers.
Likely personal payment Co-payment, deductible and uncovered items.

Start with the hospitals you would actually use in Vashi, Nerul, Belapur, Kharghar or Panvel. See the best hospitals guide for background and the senior citizen living guide for wider planning.

If a claim is rejected

  • Ask the insurer for the reason in writing, and read the clause it relies on.
  • Write to the insurer’s grievance officer, with your policy number and the supporting documents.
  • If you are not satisfied with the reply, the IRDAI complaint system, Bima Bharosa (bimabharosa.irdai.gov.in), and the Insurance Ombudsman are routes for a complaint. Check the current eligibility and procedure for each, since they are not an automatic fixed sequence.
  • Keep every document, date and reference number.

Frequently Asked Questions

Can a 70 year old buy a new health insurance policy?

Insurers must offer products catering to all age groups, but acceptance still depends on the product, its eligibility criteria and underwriting. Turning 70 does not guarantee acceptance into every policy, so compare offers.

Is there a government health cover for senior citizens?

Yes. The Ayushman Vay Vandana card covers everyone aged 70 and above, regardless of income, with up to ₹5 lakh a year for hospitalisation at empanelled hospitals. In a family already covered by AB-PMJAY, the additional cover for members aged 70 and above is not shared with younger members. Maharashtra’s MJPJAY is a separate route to check.

How long is the waiting period for pre-existing conditions?

The maximum is 36 months under IRDAI’s 2024 master circular. A policy can have a shorter wait, and it is not waived for senior citizens. Check your policy wording.

How fast must an insurer decide a cashless request?

Within one hour for a pre-authorisation request, and within three hours of the discharge request for the final authorisation, according to IRDAI. These are decision timelines and do not guarantee that a claim is approved.

What deduction can I claim for eligible senior citizen health expenses?

Section 80D allows a deduction, within limits, for health insurance premiums and certain health spending for eligible relationships. The limit is a deduction limit and not tax saved, and it depends on the tax year and regime. Check the income tax portal or ask a chartered accountant.

What should I compare in a senior citizen health policy?

The waiting period for pre-existing conditions, room rent limits, co-payment, sub-limits, pre and post hospitalisation cover, renewal terms and whether your hospitals are in the cashless network.
