Project status at a glance

Stage What is reported
Cabinet approval Early September 2025: the Maharashtra cabinet approved a 25 km elevated road, with Rs 6,363 crore allocated, to be implemented by CIDCO under a public private partnership model (Free Press Journal, 4 September 2025)
Consultant tender A tender to appoint a detailed project report peer review consultant was reported in March 2025 and again in November 2026. It is project history, not the construction tender
Construction tender Live in November 2026: RFP for construction of a 6 lane elevated road corridor, 25.287 km, on a DBFOT (toll) basis. Tender ID 2026_CIDCO_1351182_1. Listed value Rs 6,027.58 crore. Bids close 5 January 2027, subject to amendment
Next milestone Bid evaluation and contract award. No date has been published

What the construction tender covers

  • Length and lanes: 25.287 km, six lanes, from Km 0+000 to Km 25+287, as the tender title states.
  • Model: DBFOT (toll). The concessionaire would design, build, finance and operate the road and later transfer it, collecting tolls during the concession.
  • Authority: City and Industrial Development Corporation of Maharashtra (CIDCO), Thane office.
  • How to find it: search for tender ID 2026_CIDCO_1351182_1 on Maharashtra e-tenders. The BidEasy live tender listing also shows the value and closing date.

Two cost figures, not one

  • Cabinet figure: Rs 6,363 crore was reported at the cabinet approval in September 2025.
  • Listed tender value: Rs 6,027.58 crore is the value shown on the November 2026 tender listing.
  • These are different figures from different stages. Do not read the gap as a saving or a cost cut. Early 2025 reports of about Rs 8,000 crore were an earlier estimate.

Will there be a toll?

A toll is planned, because the tender is on a DBFOT toll basis. Reports in September 2025, citing NDTV Marathi, gave a one way toll of Rs 365 against Rs 250 on Atal Setu and said tolls were expected to rise each year. That figure was reported, not notified, so treat it as indicative until a tariff is announced.

Earlier reported alignment

CIDCO plans reported in March 2025 describe the road in two parts. The tender title confirms the length and its purpose of connecting Thane with the airport but does not describe the alignment, so treat these phases as the earlier reported plan, not the final design.

Part Earlier reported route Length
Phase 1 Dhan Nirankari Chowk near Patni Maidan in Digha to Palm Beach Road in Vashi, parallel to Thane-Belapur Road 17 km
Phase 2 Palm Beach Road in Vashi towards the airport, as a double-decker elevated road, passing mangroves and coastal regulation zones 9 km

Design details reported

  • Six interchanges and a design speed of up to 100 km an hour, according to the Free Press Journal in September 2025.
  • A journey from Thane to the airport of about 30 minutes instead of about 90 was described as a projection. It is not a journey time available today.
  • Expected users: commuters from Thane, Kalyan, Dombivli, Ambernath-Badlapur and Bhayandar.

Approvals and timeline

  • In September 2025 CIDCO was reported to have been directed to obtain environmental and statutory approvals within six months. A direction is not evidence that the clearances were granted.
  • Completion was estimated at about three years, subject to delays from environmental clearances and land acquisition. That is a conditional estimate, not a calendar opening date.
  • Phase 2 was reported to need mangrove and coastal regulation zone clearances.
