Navi Mumbai sits between several tolled roads, and each has different rules: some are exempt for certain vehicles, one has a pass that does not apply to it, and some rates changed this year. This guide puts them in one place and links each claim to its source. Some figures are marked as reported, so confirm them with MSRDC or at the plaza before you travel. Vashi and Airoli: the Mumbai entry plazas

Mumbai has five entry toll plazas: Dahisar, Mulund LBS Marg, Mulund Eastern Express Highway, Airoli and Vashi. On the Navi Mumbai side, Vashi is at the Thane Creek bridge on the Sion-Panvel road and Airoli is at the Airoli Creek bridge, according to Daijiworld. The exemption notification, announced on 14 October 2024 and effective from the start of 15 October, covers light motor vehicles, school buses and MSRTC buses. A Daijiworld report on 1 October 2026 says private cars and SUVs remain exempt. The reports give no end date for the exemption, so check the latest notification before relying on it.

Non-exempt vehicle categories remain chargeable, and their rates were reported to rise from 1 October 2026. The Free Press Journal (30 September 2026) and Daijiworld (1 October 2026) reported these figures: mini buses and light commercial vehicles from Rs 75 to Rs 90, buses and trucks from Rs 150 to Rs 180, and heavy motor vehicles from Rs 190 to Rs 225. These are press-reported figures, so confirm the rate at the plaza.

Mumbai-Pune Expressway and the Khalapur plaza

Reports quote the full-route toll for a non-exempt car at Rs 320 one way. Business Today (July 2024) and Knocksense (March 2025) give that figure, and Knocksense and Punekar News say it was last revised on 1 April 2023, when the car rate rose from Rs 270. Read it as the reported full-route figure, not as the amount every driver pays at Khalapur. What you pay depends on where you enter and leave, and on whether your route uses a main plaza or a connector ramp, so do not assume every entry and exit gives the same toll. Reports in March 2025 said no revision was expected before 2030. Check the current schedule before you travel.

Electric vehicles: eligible electric cars and buses are exempt from toll on this expressway under Maharashtra’s Electric Vehicle Policy 2025. The notification dated 22 August 2025 makes the exemption effective from 23 August 2025. The exemption is described for eligible electric vehicles. Confirm with MSRDC before assuming a hybrid or any other vehicle type qualifies. If a charge appears on an eligible electric vehicle, check that its classification and toll records show it as eligible, and use the wrong charge steps below.

The Khalapur plaza sits on the expressway near Khopoli and collects from traffic heading from Mumbai towards Pune, which includes cars joining from Panvel and Kalamboli. The FASTag annual pass: where it works and how trips are counted

The Ministry of Road Transport and Highways introduced the FASTag annual pass on 15 August 2025 for non-commercial cars, jeeps and vans. It cost Rs 3,000 at launch and covers one year or 200 plaza crossings, whichever comes first. The National Highways Authority of India announced in a release dated 15 March 2026 that the fee rises to Rs 3,075 for 2026-27 from 1 April 2026, for use at about 1,150 plazas on national highways and national expressways. You buy it through the Rajmarg Yatra service.

The Ministry’s reply in the Rajya Sabha (22 August 2025) says the pass applies at national highway and national expressway plazas and does not apply to state highways and expressways. The Mumbai-Pune Expressway is a state expressway run by MSRDC, and Mumbai’s entry plazas are state plazas, so do not expect the pass to work there. Confirm the position for a specific plaza with its operator before you rely on the pass.

  • Counting trips: in a closed toll system, entering and leaving through plazas counts as one crossing, according to the same release. At a point-based plaza, expect each pass through the plaza to count, so a return trip uses another one. The Rajmarg Yatra service explains the counting.
  • What the pass is: it is a separate entitlement attached to an eligible FASTag. It does not replace ordinary toll payment on roads outside its coverage, so it will not cover every toll on a Navi Mumbai to Pune journey.

If your FASTag does not work

The rule depends on who runs the plaza. At MSRDC plazas, MSRDC’s public notice made FASTag mandatory from 1 April 2025. Swarajya and India TV (16 and 17 March 2025) quote it as saying that a vehicle without a valid, functional FASTag pays a fee equal to two times the toll for its category, whether it pays by cash, card, QR code or UPI. That rule applies to vehicles that owe a toll. It does not create a toll for a vehicle that is exempt.

At national highway plazas, the Ministry’s release of 4 October 2025 says the fee rule effective 15 November 2025 charges twice the applicable user fee if the vehicle without a valid, functional FASTag pays in cash, and 1.25 times if it pays by UPI. For a user fee of Rs 100, that is Rs 200 in cash or Rs 125 by UPI. Confirm the UPI rate separately at an MSRDC plaza, and keep the two rules separate. Keep your FASTag linked, charged and fixed properly before you set out.

If you are charged wrongly

  • Note the plaza, direction, date and time.
  • Keep the transaction ID, the deduction message and any receipt.
  • Check your vehicle class and the basis of any exemption you expected.
  • Contact your FASTag issuer to dispute the transaction.
  • Use the plaza operator’s complaint channel for a wrong rate or exemption. Check the operator’s website for its current complaint contacts.
  • Do not post account details, OTPs or full vehicle documents in public comments.

Ask your FASTag issuer for its refund timeline, and raise the dispute as soon as you notice the charge.

What to check before you rely on this

  • MSRDC notices: check the linked notices and the plaza board for the current rate chart before you rely on a figure.
  • Kharghar plaza on the Sion-Panvel road: it opened in January 2015 and a 2019 report said a decision had been taken to scrap it. Check the notice at the plaza for its current operator, status and rate, and do not assume it has closed.
  • October 2026 heavy vehicle rates: the Free Press Journal and Daijiworld reported them. Confirm the rate at the plaza before you travel.
