Navi Mumbai Utility Costs: Electricity, Gas, Water and Budget Checks

Real Estate & Living

This guide is a utility-bill reference and a household budget worksheet for Navi Mumbai. It shows the electricity, LPG and piped gas rates that are published, what else appears on a bill, what we could and could not confirm for water, and how to turn your own bills into a monthly budget. It does not cover rent, groceries or eating out. For a location comparison with Mumbai, see our Navi Mumbai vs Mumbai cost guide, and for family scenarios see our family budget guide.

NaviMumbai.com is an independent publication. The figures below were read from the documents and pages named beside them on 3 October 2026. Tariffs change, and some change monthly, so treat every figure as dated and check your own bill. The featured image is an AI-generated illustration and does not show a real household or place.

Quick Answer

Cost What we could confirm
Electricity (MSEDCL residential) For FY 2026-27, effective 1 April 2026, the energy charge runs from ₹3.96 to ₹17.53 a unit by slab with a ₹1.60 a unit wheeling charge. The fixed charge depends on the connection, as explained below. Duty and a monthly fuel adjustment come on top
LPG cylinder IndianOil’s page displayed ₹941.50 for a 14.2 kg cylinder in Mumbai. Confirm the price for your delivery address
Piped gas (MGL) ₹53.00 per SCM, per MGL’s rate card, which gives 1 September 2026 as the effective date. Connection costs include charges and refundable-type deposits, listed below
Water The supplier depends on your address. We could not confirm a current domestic tariff for the NMMC or Panvel areas, and the only CIDCO schedule we found dates from 2005, so use your own bill
Budgeting Convert each bill to a monthly figure using the period it covers, and keep deposits and connection charges out of the monthly total

Electricity: MSEDCL Residential Tariff Components for 2026-27

These are tariff components for MSEDCL’s residential category (LT I(B)), not a final bill. They come from MERC’s order of 25 March 2026 in Case No. 75 of 2025, a post-remand review of MSEDCL’s multi-year tariff order. We read the summary of low-tension tariffs on page 95 of the order, headed “effective from 1 April, 2026”, and MSEDCL’s tariff page lists it as the latest order. The same order lists different figures for FY 2027-28, so these apply to 2026-27 only. Figures from the original March 2025 order, which many websites still show, were superseded, so check the date on any tariff table elsewhere.

Fixed charge. The order lists ₹130 per connection per month for the residential category, and a separate line for three-phase charges of ₹435 per connection per month. We have not established whether the three-phase charge replaces or adds to the ₹130, so read the fixed charge for your connection type on your bill.

Residential consumption, per month Energy charge per unit Wheeling charge per unit Total variable charge per unit, as published
1 to 100 units ₹3.96 ₹1.60 ₹5.56
101 to 300 units ₹10.80 ₹1.60 ₹12.40
301 to 500 units ₹15.03 ₹1.60 ₹16.64
Above 500 units ₹17.53 ₹1.60 ₹19.13

The published order shows ₹16.64 for the 301 to 500 unit total, although its displayed components add to ₹16.63. We have reproduced the published total. Confirm billing treatment with MSEDCL. The order’s footnote says energy and wheeling charges are per kWh for loads below 20 kW and per kVAh for loads of 20 kW and above, so the unit depends on your sanctioned load.

Charges that come on top. The multi-year order says electricity duty and tax on sale of electricity are levied in addition to the approved tariffs, and that the rate and the government order behind it must be stated on the consumer’s bill. The only residential duty rate we could document is 16% of the consumption charges, from an MSEDCL circular of 2016 quoting state notifications. We found no later document, so we do not use it to calculate a current total, and you should read the duty line on your bill. The same order says the monthly fuel adjustment is passed through as part of the Z-factor charge and published on MSEDCL’s website. We did not establish how a bill applies the slabs, so we do not estimate one.

Cooking Gas: LPG and Piped Gas

LPG cylinder. IndianOil’s price page displayed ₹941.50 for a 14.2 kg non-subsidised domestic cylinder in Mumbai when we checked, and the domestic-price section carries a 7 June 2026 update date. The page lists only four metros and links a lookup for other cities. Confirm the price for your delivery address through the official booking channel or your distributor, and keep your invoices, because refills are irregular.

Piped gas (PNG). Mahanagar Gas’s rate card says the domestic PNG price with effect from 1 September 2026 is ₹53.00 per SCM, for an area it describes as Mumbai and Greater Mumbai, Thane urban and adjoining municipalities and Raigad district. The site header also carries a banner dated 1 October 2026 showing ₹53, which we note as an observed detail and not as a separate price change. The price break-up splits the ₹53.00 into ₹48.93 for gas, supply and distribution, ₹2.18 for taxes and ₹1.89 for margin.

Connection item on the rate card Published amount Kind of amount
Application charge ₹750 plus 18% GST Charge
Connection security deposit ₹5,000 per registration, of which ₹4,500 is paid at registration and ₹500 in the first bill Deposit
Gas consumption security deposit ₹1,000 at application Deposit

MGL says the consumption deposit can be revised periodically if your consumption exceeds it, with a differential deposit raised in the May and June bills in multiples of ₹100. This is not a complete installation quotation, because other charges and terms apply, so confirm them with MGL. Navi Mumbai is not named in the price row. MGL’s area-wise roll-out plan shows active connections for areas including Airoli, Ghansoli, Vashi, Belapur, Kharghar, Panvel and Kalamboli, and does not name every node, so use MGL’s feasibility check for your building.

Water

Who supplies water depends on the address. Panvel Municipal Corporation’s 2024-25 environmental status report says water in Kharghar and Taloja is supplied through CIDCO from the Hetawane dam, and that other parts of its area are supplied through other agencies. Our NMMC water bill guide and CIDCO water bill guide cover paying and querying a bill.

Older published CIDCO schedule: current applicability unconfirmed. CIDCO’s water supply connection page links a schedule headed “Existing water tariff structure applicable in CIDCO area of Navi Mumbai” and marked “Revised w.e.f. 01.06.2005”. It is the only CIDCO tariff document we found. It shows that publication, and it does not establish what a household pays today, so we do not repeat its rates here. Press reports have described later increases in some CIDCO nodes, and we found no official document for them.

We could not find a current domestic water tariff on an official NMMC or Panvel Municipal Corporation page. For all three, use the rate and consumption category on your latest bill from the supplier.

Is It Already in Your Maintenance?

Many societies collect water, common-area electricity and other shared services through maintenance charges, and some bill them separately. Ask your society whether water and common electricity are already included in maintenance, or charged separately, before you add them to your budget. Otherwise you may count the same cost twice.

Travel

For a travel budget, add up passes, separately paid journeys, first and last mile travel, and any tolls and parking, and do not count journeys that a pass already covers. A Press Information Bureau release of 25 December 2025 says that under the Railways’ fare revision effective 26 December 2025, there is no change in fares for suburban services and season tickets. That does not establish later fare positions. For fares and passes, see our guides to local trains, the Navi Mumbai Metro, with stations and fares, NMMT buses, auto and taxi fares and the Atal Setu toll.

Property Tax and Other Housing Costs

Check the property-tax authority shown on your property’s bill. Use our NMMC property tax guide or Panvel property tax guide where it applies, and confirm how tax is billed or allocated for your property, since some owners pay through a society. Society maintenance is set by each society, covered in our maintenance guide. For one-off costs, see the guides to stamp duty and registration, rent agreement registration and the ready reckoner rate.

Costs We Have Not Established

We have not established a single official figure that represents rent, groceries, eating out, school fees, domestic help or healthcare for all Navi Mumbai households. Use property-specific quotations, published provider fees and your own spending records. Our schools guide links school fee schedules where schools publish them, and our health insurance guide covers insurance costs.

Monthly Budget Worksheet

Take each amount from a bill or written quote, note the period it covers, and convert it to a monthly figure. For LPG, use your spending over several months and not one cylinder a month.

Expense Amount Period covered Monthly equivalent Included elsewhere?
Electricity   Bill period   Common-area charges in maintenance?
LPG or PNG   Consumption period
Water   Bill period   Society maintenance?
Property tax   Assessment period   Collected by the society?
Travel   Pass or travel period   Avoid counting the same trips twice
Insurance and school costs   Annual, term or monthly
Recurring monthly total

Upfront Cash Required

List these separately so they do not inflate your monthly spending.

Electricity or water connection charges and deposits
Rental deposit or advance

Frequently Asked Questions

What is the electricity tariff for homes in Navi Mumbai in 2026-27?

For MSEDCL’s residential category, MERC’s order of 25 March 2026 lists energy charges of ₹3.96, ₹10.80, ₹15.03 and ₹17.53 a unit for the 1 to 100, 101 to 300, 301 to 500 and above 500 unit slabs, and a wheeling charge of ₹1.60 a unit, effective from 1 April 2026. The fixed charge depends on your connection type, so read it on your bill. These are tariff components, not a final bill.

Why is my electricity bill higher than the listed energy tariff?

The bill adds a fixed charge and a wheeling charge, and electricity duty and a monthly fuel adjustment are levied in addition to the approved tariffs. The bill can also show arrears, credits and deposits. Read the separate lines on your bill and ask MSEDCL how your slabs and charges were applied.

How much is an LPG cylinder in Navi Mumbai?

IndianOil’s page displayed ₹941.50 for a 14.2 kg domestic cylinder in Mumbai when we checked, with a 7 June 2026 update date on the domestic-price section. Confirm the price for your delivery address through the official booking channel or your distributor.

What does piped gas cost in Navi Mumbai?

Mahanagar Gas’s rate card shows ₹53.00 per SCM for domestic PNG from 1 September 2026, for an area that includes Thane urban, adjoining municipalities and Raigad district. A connection involves an application charge of ₹750 plus GST and deposits of ₹5,000 for the connection and ₹1,000 for gas consumption. The consumption deposit can be revised periodically. Confirm the full terms with MGL.

What is the water tariff in Navi Mumbai?

It depends on who supplies your address, and we could not confirm a current domestic tariff for the NMMC or Panvel areas or for CIDCO’s. CIDCO publishes an older schedule marked as revised in 2005, which does not establish today’s rate. Use the rate and consumption category on your latest supplier bill, and ask your society whether water is charged separately.

How do I convert water, gas and annual bills into a monthly budget?

Divide each bill by the number of months it covers. For a quarterly bill divide by three, for an annual premium or tax divide by twelve, and for LPG use your spending over several months. Keep deposits and connection charges in a separate upfront table, and check whether your society already collects an item through maintenance.

Did local train fares go up in December 2025?

A Press Information Bureau release of 25 December 2025 says there was no change in fares for suburban services and season tickets under the revision effective 26 December 2025. That does not establish later fare positions, so check our local train guide and the current fare for your route.

Why doesn’t this guide give rent or grocery costs?

We have not established a single official figure that represents these costs for all Navi Mumbai households. Use property-specific quotations and your own spending records, and see our cost comparison guide for dated benchmarks.
