Where Ulwe sits: district, taluka and civic body
A notice on the Raigad district website, listed from 15 April 2024, refers to the “Ulve node of Panvel taluka under CIDCO authority”. The notice is about a list of religious structures, not boundaries, but it places the node in Panvel taluka. A CRZ clearance letter dated 8 November 2023, hosted on CIDCO’s Ulwe Coastal Road page, also says that road lies in Panvel taluka.
The civic body is a separate question. No single current civic authority is established for every address described as Ulwe. Panvel Municipal Corporation’s history page names Taloja, Kharghar, Kalamboli, Kamothe and New Panvel among the CIDCO colonies in its area, and its corporation map (in Marathi) shows no Ulwe label. CIDCO’s development plan page (in Marathi) lists Ulwe among seven southern nodes and says a municipal corporation now exists in the north and another in the south, without saying which covers Ulwe.
The Wahal Gram Panchayat appears in a Free Press Journal report of 12 July 2022, which said Ulwe fell under it and that a demand was being made to bring the Ulwe and Karanjade nodes into Panvel Municipal Corporation. That is a 2022 snapshot, not today’s position.

Ulwe in CIDCO’s plan
CIDCO’s nodal-plan index (in Marathi) lists the Ulwe node as entry 11 of its 13 entries. Its Ulwe structure plan is a map with numbered sectors, a regional park zone and the Mumbai Trans Harbour Link, and it labels land to the north as a proposed international airport. Its notes say the plan is not a legal document and that roads, services and plots shown are indicative and can be changed by CIDCO. Use it to understand the layout, not a plot’s status.
How to reach Ulwe
By rail
There is no station named Ulwe, so a search for “Ulwe railway station” will not find one. The suitable station depends on your sector and access route. Compare Targhar, Bamandongri and Kharkopar by testing the route from your building to each at the time you would travel, including the last leg.
Central Railway’s Mumbai suburban timetable page links the Port Line public timetable effective 15 December 2025, headed Nerul/Belapur to Uran. Nerul and Belapur are alternative starting points, not two stops on one train. In that timetable, each train starts at either Nerul or Belapur, and none lists both. Trains from Nerul call at Seawoods Darave Karave and then Targhar. Every train shows a time at Targhar, Bamandongri and Kharkopar, and the line continues to Gavhan, Shematikhar, Nhave Sheva, Dronagiri and Uran, spelled as in the timetable.
CIDCO’s railway page (in Marathi) says the first phase of the Belapur and Nerul to Uran line connects the Ulwe, Belapur and Nerul nodes, and that the Seawoods and Nerul to Kharkopar stretch was inaugurated on 11 November 2018. It does not say which station suits which Ulwe sector. By road
The Atal Bihari Vajpayee Sewri-Nhava Sheva Atal Setu, also called the Mumbai Trans Harbour Link, is MMRDA’s sea link between Sewri in Mumbai and Navi Mumbai. MMRDA’s project page says it opened to traffic on 13 January 2024, and its details page lists interchanges at Sewri, Shivaji Nagar and Chirle. MMRDA’s FAQ document places the main toll plaza at Gavhan village and says two ramp toll plazas at Shivajinagar facilitate traffic from Ulwe and vice versa. The same FAQ says cycles, two-wheelers and three-wheelers are not allowed on the link. The Ulwe Coastal Road is a CIDCO project: a road designed on stilts, meant to link the Atal Setu interchange at Shivajinagar with Amra Marg and the airport. The CRZ clearance letter describes it as about 7 km, including an airport link. CIDCO’s Ulwe Coastal Road page hosts approval documents only. It gives no opening date and announces no public opening as of 9 October 2026. ThePrint (27 October 2025) and the Free Press Journal (1 November 2025) reported targets between July and November 2026, and a PTI report of 7 November 2025 quoted CIDCO at 60 per cent physical progress. Treat those as dated targets, and confirm with CIDCO that the road is open before planning around it.
By metro and bus
Navi Mumbai Metro Line 1 does not serve Ulwe. CIDCO’s metro page (in Marathi) names the line as Belapur to Pendhar, and it has no station in Ulwe. Ulwe and Navi Mumbai International Airport
The operator’s release of 25 December 2025 says the airport commenced commercial operations that day. Its annexure describes the airport as rising over Ulwe near Panvel and as part of a twin-airport system with Mumbai’s existing airport. The operator’s about page says the airport company is a public private partnership in which Mumbai International Airport Limited holds 74 percent and CIDCO 26 percent.
For a flight, go to the passenger terminal named by your airline. The operator’s project-office address is not passenger-terminal directions. On transport, the airport’s transport page says the nearest suburban stations are expected to be Panvel and Targhar, so plan a bus, taxi or app cab for the last leg. It says NMMT buses connect the airport with Kharkopar, Targhar, Belapur, Nerul, Khandeshwar and Panvel stations, and Chalo Bus with Andheri, Bandra, Dadar, Thane and Colaba. The code is NMI, not BOM. NAINA is not another name for Ulwe
CIDCO’s NAINA page and NAINA FAQ describe the Navi Mumbai Airport Influence Notified Area as a planning area around the airport, where CIDCO was appointed Special Planning Authority by a Maharashtra government notification of 10 January 2013. Ulwe is a node in CIDCO’s nodal-plan index. The two are different things, and a plot near the airport may be in one or the other. Ask CIDCO which applies to your plot. Living in Ulwe: a local checklist
- Station access: test the route from the building entrance to each of the three stations at your usual travel time.
- Mumbai by road: check how you would reach the Shivajinagar ramp for the Atal Setu, and treat the Ulwe Coastal Road as unavailable until CIDCO announces it.
