Panvel is the name people use for an old trading town, a CIDCO township, a municipal corporation and a taluka. This guide keeps those four apart, then covers trains, roads, the airport, civic offices and the checks to make before you rent, buy or move. It is an area explainer, not a property pitch.

Quick answer: Panvel town and New Panvel are within Panvel Municipal Corporation (PMC) in Raigad district, not NMMC. Panvel taluka is a wider revenue area and should not be treated as identical to the corporation. New Panvel is a CIDCO-developed township. PMC’s History page says the corporation came into existence on 1 October 2016. By rail, Central Railway describes the Harbour line as running from CSMT to Panvel and the Trans-Harbour line from Thane to Panvel.

What “Panvel” can mean

The word covers four different things, and a listing or a form may mean any of them.

  • Old Panvel. The old town and its former municipal council, formed on 25 August 1852 according to PMC. It is now inside the corporation.
  • New Panvel. A CIDCO-developed township. PMC’s History page names it among the CIDCO colonies inside PMC’s limits, together with Taloja, Kharghar, Kalamboli and Kamothe.
  • Panvel Municipal Corporation. PMC’s History page says it covers 29 revenue villages of Panvel taluka as well as those CIDCO colonies. It calls PMC the first municipal corporation in Raigad district.
  • Panvel taluka. The revenue unit, with its own Panvel Tahasil Office, separate from PMC. Karnala Bird Sanctuary, for example, is in the taluka, about 12 km from Panvel, according to Raigad district.

The current property-tax bill identifies the billing authority. Water supply, building permissions, CIDCO lease matters and revenue records may require separate checks. Old Panvel and New Panvel: what to compare

PMC’s development plan says most housing sits in the CIDCO areas of Kamothe, Kalamboli, New Panvel and Kalundre and in the old council area, where PMC also maintains the Agriculture Produce Market Committee yard. This guide does not rank the two sides. Compare the exact address.

How to get to Panvel

By rail. Panvel is served by Central Railway’s Harbour line from CSMT and Trans-Harbour line from Thane. Not every train runs the full length of a line, so check your train’s destination and stopping pattern in the current timetable, and plan the last leg from the station separately. Central Railway’s Mumbai Suburban time-table page lists separate timetables for each line. On 9 October 2026 it showed the Harbour line timetable as effective from 1 May 2026 and the Trans-Harbour timetable from 13 January 2024. PMC’s development plan names Khandeshwar, Mansarovar and Kharghar as suburban stations in its area. For long-distance trains, Raigad district’s How to reach page lists Panvel among the nearest stations on the main lines of Indian Railways. Check the train’s own stopping list.

Panvel to Karjat. This is a new 29.6 km suburban corridor under MUTP-III. Central Railway’s press release of 29 December 2025 listed it as under execution with a December 2025 target, and that date has passed. A UNI report of 22 September 2026 said the work was nearly 99 per cent complete and that local services were expected around Diwali, subject to inspection and approval by the Commissioner of Railway Safety. No start date is given in these reports, so check Central Railway’s announcements before planning around it. The existing Harbour and Trans-Harbour connections at Panvel are separate.

By metro. Navi Mumbai Metro Line 1 runs between Belapur and Pendhar, per CIDCO’s metro page (in Marathi). The Navi Mumbai Metro route map guide says there is no operating Navi Mumbai Metro station at Panvel or New Panvel. A Khandeshwar to Taloja corridor in CIDCO’s older plans is a plan, not a service.

By road. Routes are easier to follow by name than by number. Raigad district’s How to reach page, last updated in 2018, still says NH 4 and NH 17.

Atal Setu is the sea link between Mumbai and Navi Mumbai. MMRDA’s project page says it opened for traffic on 13 January 2024. Charges are in the Atal Setu toll guide. The operator’s transport page names Panvel and Targhar as the nearest suburban stations and lists NMMT buses between the airport and several stations, including Panvel. What Panvel is known for

PMC’s History page says Panvel developed around land and sea trade routes and was once famous for its rice market, and PMC calls it a gateway to Raigad. The development plan adds that Panvel was a European trading port mentioned in records as early as 1570, and that Kalamboli and the Mumbai-Pune highway corridor now hold warehouses and wholesale markets, with the Taloja industrial area developed by MIDC. These are working areas, not visitor attractions. The plan gives no visitor access details for the old fort remains, so ask PMC before planning a visit.

PMC’s helpline: 022-27458040, 41, 42 or toll free 1800-227701. The head office is on Swami Nityanand Road, opposite Gokhale Marriage Hall, Panvel 410206. PMC’s website lists departments and pages for grievances, trade licences and marriage registration. Its fire brigade page lists the main fire station at Panvel (022 2746 1500) and a station at Kalamboli (022 2742 0137), as well as one at New Panvel.
