Compare Navi Mumbai areas by the journeys you will actually make, the services available around the building and how the home will be managed while you are abroad. A station or airport nearby is only useful if the last mile connection works. This guide separates operating transport from future plans and highlights what to verify before shortlisting a property. It is a comparison of selected areas, not a ranking, and it does not say which locality will give better returns.
This is general information and not investment, legal or tax advice. Opening dates and plans change, and some detail below comes from news reports. Check with CIDCO, the railways, MMRDA, the airport operator and your own advocate. This guide is independent and has not been reviewed by a lawyer.
How to use this comparison
Start with what the home is for. The intended use decides which row of the area table matters most.
| Intended use | What should drive the shortlist |
|---|---|
| Home for parents | Hospital access, lifts, walkable essentials and dependable local transport |
| Future return to India | The actual workplace journey, schools, daily services and possession timing. See the guide to returning to Navi Mumbai |
| Occasional visits | Airport terminal access, security and how a vacant home is maintained. See the guide to managing a flat from abroad |
| Rental property | The tenant’s commute, building management, recurring costs and evidence of local demand |
These are criteria for comparing areas, not claims about which locality guarantees better returns. For each area below, ask five things. What transport can a resident use today? Which journey does it help? What is the last mile limitation? Which future project should not be assumed? What must be checked at the building level?
Area comparison
The areas below are a selected set, not every node in Navi Mumbai. Station access depends on the sector and the building, so treat each row as a starting point for your own check. Travel times are left out on purpose, since a time is only meaningful with a start point, a destination, a mode and the traffic conditions on the day.
| Area | Usable transport today | Building level check | Planned infrastructure | Related guide |
|---|---|---|---|---|
| Vashi | Vashi is on both the Harbour line and the Trans-Harbour line. Harbour line trains run towards the city, and Trans-Harbour trains run towards Thane. Check which services stop at the platform you will use. | Walking distance to the station entrance, autos at night and how you cross the main road. | Nothing to assume. The area is largely built up. | Vashi property rates guide and Vashi railway station guide |
| Nerul | Nerul is on the Harbour line and the Trans-Harbour line. The Port line towards Uran starts from the Nerul and Seawoods side. | Which station is nearest to the building, and the walk to it. | None to assume. | Nerul property rates guide and Nerul railway station guide |
| Seawoods | Seawoods-Darave station, which is on the Harbour and Trans-Harbour lines and is the interchange for the Port line. Check which services stop there. | The approach to the interchange and onward transport at night. | None to assume. | Nerul property rates guide |
| Belapur CBD | CBD Belapur station on the Harbour and Trans-Harbour lines, and the start of Metro Line 1 towards Pendhar. | Distance to the station and to the metro station, and the road crossings between them. | Metro Line 1 extensions are planned. See the status table below. | Belapur property rates guide and Belapur railway station guide |
| Kharghar | Kharghar station on the Harbour and Trans-Harbour lines, and Metro Line 1. Stations serving different parts of Kharghar include Utsav Chowk, Central Park, Kharghar Village, Belpada, Kendriya Vihar and Amandoot. This is a selection, not a count. | Identify the nearest railway station and the nearest metro station by sector, since they are often different and not walking distance of each other. | Metro extensions and transit oriented planning. See below. | Kharghar property rates guide, Kharghar railway station guide and Navi Mumbai metro fare guide |
| Ulwe | Port line stations such as Bamandongri and Kharkopar, reached from the locality by road, plus bus and road links. Targhar is a further station towards the airport side. | How far the building is from the station it will really use, the feeder transport at night, and the road approach to the highway and Atal Setu. | Metro Line 2 and a coastal road are planned. Do not assume them. | Ulwe property rates guide and guide to the nearest railway station to the airport |
| Airoli | Airoli is on the Trans-Harbour line, which runs from Thane and splits towards Vashi and towards Nerul, Belapur and Panvel. It is not on the Harbour line. Use a current Central Railway timetable for departures. | The journey from the building to the station, and the road approach to the Thane Belapur road. | None to assume. | Airoli property rates guide and Airoli railway station guide |
| Panvel | An existing rail hub for the Harbour and Trans-Harbour lines and for the Central Railway line towards Diva, Vasai Road and Roha, with the main bus connections in the south. | Distance from the station and from the Mumbai Pune route. | Panvel Karjat suburban services are not confirmed. See the status table. | Panvel railway station guide |
| Kalamboli | Kalamboli station is on Central Railway’s Vasai Road, Diva, Panvel and Roha route and not on the Harbour line. Timetable listings show passenger (MEMU) trains between Kalamboli and Panvel through the day. The neighbouring stations are Navde Road and Panvel. The goods yard has a separate station code, so do not confuse freight with commuter services. Confirm the current services with Central Railway. | The walk or ride to the station, the last train you could rely on, and bus routes to Panvel and neighbouring nodes at night. | None to assume. | Kalamboli property rates guide |
Taloja and Dronagiri are left out of this comparison. See the rate guides for those nodes, and use the same questions on them.
Airport access: the last mile matters
The useful question is not how close a station is to the airport boundary. It is how you get from your building to the departure terminal, with luggage, including on an early morning flight.
- Navi Mumbai International Airport began commercial operations on 25 December 2025, according to the operator’s announcement.
- Targhar provides suburban rail access near the airport. Passengers still need an onward road connection to the terminal. The airport operator’s transport page describes NMMT bus connections between the terminal and stations including Targhar, Kharkopar, Belapur and Panvel.
- No train runs into the terminal building. Plan a bus, taxi or cab for the last stretch, and check the current routes and timings before you travel.
- Airlines moving flights from the older Mumbai airport is airline specific and phased. Reports describe IndiGo and Air India Express plans for 2026 and 2027 (see Business Today), and not every airline is moving.
See the guide to reaching Navi Mumbai airport and the guide to the nearest railway station to the airport.
Operating and proposed infrastructure

| Atal Setu (Mumbai Trans Harbour Link) | Inaugurated on 12 January 2024 and opened to public traffic on 13 January 2024. See the Atal Setu toll guide for the current toll. | MMRDA |
| Navi Mumbai International Airport | Commercial operations began on 25 December 2025. Airline moves are phased and airline specific. | Operator announcement and Business Today |
| Navi Mumbai Metro Line 1 | Belapur to Pendhar is operating. Extensions are described as planned, with no opening date. | Wikipedia, so check Maha Metro for stations and services |
| Metro Line 1A and Line 2 | In June 2026 the state cleared a transit oriented development plan for these lines. That is a planning approval. It is not funding, tendering, construction or passenger service. | Free Press Journal |
| Kalamboli, Airoli and the Trans-Harbour line | Station lists and line connections come from reference pages that describe the Trans-Harbour line and the Kalamboli station, plus timetable listings. | Wikipedia, Trans-Harbour line, Wikipedia, Kalamboli and Erail. Use a current Central Railway timetable |
| Panvel to Karjat suburban line | No confirmed opening date found as of 27 October 2026. Reports discuss a possible opening around the end of the year, and earlier targets were missed. A completion percentage is not a passenger service notice. | UNI, and check Central Railway |
| NAINA | CIDCO’s NAINA documents record a sanctioned Interim Development Plan (notified on 27 April 2017 and in force from 4 May 2017) and a Development Plan for the remaining area, partly sanctioned in September 2019 (published summaries give slightly different dates). The notified area has since changed. Individual town planning schemes and infrastructure works are at different stages. | CIDCO NAINA document and CIDCO. Confirm the exact notification dates on the CIDCO site |
For NAINA, verify the applicable plan, scheme and current servicing arrangements for the specific village and plot. Do not apply one status to the whole region. See the NAINA land buying checks and the NAINA town planning scheme explainer.
What to assume and what not to assume
- Airline transfers into 2027, which are phased and airline specific.
- The Panvel to Karjat line, whose opening has no confirmed date.
- Metro extensions and Lines 1A and 2, which are at the planning stage as far as the sources show.
- Political projections of travel time, which are not schedules.
Do not buy for something that is only announced. Buy for what you can use now, and treat later openings as a bonus.
Checks before a remote purchase
- Is the project registered with MahaRERA, and does the number match the agreement? See the MahaRERA project search guide and the MahaRERA site.
- Is the land CIDCO leasehold or other land, and what do the lease and any transfer charge say? See the CIDCO transfer charges guide.
- Has an occupancy certificate been issued for the building, and does it cover your flat? See the NRI flat possession checklist.
- What does water supply look like in summer, and who supplies it? Ask residents and the society.
- Under construction or ready? See the checklist for choosing between an under-construction and a ready flat.
- Who will inspect the building for you? Ask them to walk from the building to the station entrance, check autos or buses at night, and look at the road crossings.
- For land in the NAINA area, see the NAINA land buying checks.
RBI’s FAQ says NRIs and OCI cardholders can buy residential and commercial property, but not agricultural land, farm houses or plantation property, and must pay through banking channels (see the RBI FAQ). The NRI property buying guide covers the buying process.
Frequently Asked Questions
How should an NRI shortlist areas in Navi Mumbai?
Start with the intended use: family residence, future relocation, occasional visits or letting. Compare the actual building to workplace journey, everyday services, airport access and property management arrangements. Assess proposed infrastructure separately from facilities already operating.
Does Targhar station give direct access to the airport terminal?
No. Targhar provides suburban rail access near the airport, and passengers still need an onward road connection to the terminal, such as an NMMT bus, a taxi or a cab.
When did Atal Setu open?
It was inaugurated on 12 January 2024 and opened to public traffic on 13 January 2024, according to MMRDA. Check the toll guide for the current toll.
When did the Navi Mumbai airport open?
Commercial operations began on 25 December 2025, according to the operator. Moving airlines from the older airport is phased and airline specific.
Is the Panvel to Karjat line open?
No confirmed opening date was found as of 27 October 2026. Check Central Railway for the current status.
Is the NAINA development plan still being prepared?
No. CIDCO publishes sanctioned NAINA planning documents. Individual town planning schemes and infrastructure works are at different stages, so verify the plan and servicing for your plot.
How should I compare station access between two properties?
Compare the walk from each building to the station entrance, the road crossings, the availability of autos or buses at night and which services stop at that station. Record the start point, the destination and the time you checked.
What should someone inspect locally on my behalf?
The walk to the station, transport at night, water supply, the occupancy certificate, the condition of common areas and the lifts, and the actual journey to the airport terminal.
