Taloja, Navi Mumbai: Area and MIDC Guide

City Guide & Travel

Quick answer: Taloja combines an industrial area run by the Maharashtra Industrial Development Corporation (MIDC) with CIDCO housing sectors. CIDCO refers to Taloja as a node in its housing and infrastructure documents. MIDC’s fire station list gives its Taloja address as Taluka Panvel, District Raigad, PIN 410208. Navi Mumbai Metro Line 1 runs from Belapur to Pendhar, which CIDCO’s 2026-27 budget statement places at Taloja, so check how you would reach the relevant station. Central Railway’s Mumbai suburban timetables list no Taloja station. A 2019 Central Railway release names Taloja Panchnand on the Diva to Roha MEMU route. That identifies a station and a corridor, not a current passenger service or stopping pattern, so confirm those with Central Railway. The current property-tax bill identifies the billing authority. Water supply, building permissions, CIDCO lease matters and revenue records may require separate checks.

For the wider city, see what is Navi Mumbai and the areas in Navi Mumbai guide. For prices, see the Taloja property rates guide.

Who to check for what

Taloja mixes MIDC land, CIDCO housing and PMC limits, so one office rarely answers everything. Use this table:

Matter What decides it Where to check
Property-tax billing The current assessment and the local body that issues the bill. MIDC’s FAQ says property tax is levied by the local body concerned Your latest tax bill. If PMC issues it, see the Panvel property tax guide
Water The supplier shown on your connection or bill. MIDC says it bills plot occupants on meter readings, and CIDCO’s budget statement says CIDCO supplies drinking water to Taloja The bill itself. For CIDCO supply, see the CIDCO water bill guide
Electricity The supplier named on the connection and the current bill The bill. Consumer category and charges are separate from MIDC water and estate charges
Building permissions The authority named on the approval documents. MIDC describes itself as special planning authority for its industrial areas and runs an online building plan system The approval papers, then MIDC, PMC or CIDCO as named
CIDCO allotment or lease CIDCO records for CIDCO flats and plots. MIDC plots carry a separate lease CIDCO, or MIDC’s regional office for an MIDC plot
Planning authority and land records for one property Not the same answer for every address in Taloja CIDCO, PMC or MIDC as relevant, and the Panvel Tahasil Office for revenue records
Pollution records for a unit The Maharashtra Pollution Control Board S.R.O. Taloja, below

Who runs Taloja: district and civic body

MIDC’s fire station list gives the Taloja station’s address as Taluka Panvel, District Raigad. The Raigad district website lists a Panvel Tahasil Office at the Talathi Training Center, Panvel, for revenue matters in the taluka. Use your property papers to confirm the village and survey details for a plot.

PMC’s history page says the corporation, created in 2016, includes 29 revenue villages of Panvel taluka, among them the CIDCO colonies of Taloja, Kharghar, Kalamboli, Kamothe and New Panvel. PMC’s draft revised development plan 2024-2044 lists Taloje Panchnand and Taloje Majkur among its villages.

Inside the MIDC area the picture differs. The same plan lists Taloja MIDC as a separate planning-authority area within PMC’s limits and leaves it out of PMC’s own development plan, along with NMSEZ and the Kharghar and Taloja areas where CIDCO is the new town development authority. For services at a plot in the MIDC area, ask both MIDC and PMC which body handles what.

PMC’s ward offices page lists four ward offices: A at Kharghar, B at Kalamboli, C at Kamothe and D at Panvel. It does not name Taloja or say which ward covers it, and a ward office’s location does not show which ward an address is in. PMC’s contact page gives the helpline as 1800-227701 or 022-27458040. For the neighbouring wards, see the Kalamboli area guide and the Kamothe area guide.

Taloja and CIDCO

CIDCO’s 2026-27 budget statement, uploaded in May 2026, refers to Taloja as a node repeatedly. It mentions tenements in sectors 28, 29, 31 and 37 of the Taloja node, EWS and LIG housing in sectors 34 and 36, vacant tenements at Taloja offered on a first-come basis, and CIDCO supplying drinking water to the Taloja node. The statement is not consistent everywhere (its summary and detail sections describe the new Metro lines differently), so use it for CIDCO’s own wording and ask CIDCO about specifics.

CIDCO’s separate nodal-plan index (in Marathi) lists 13 entries and does not include Taloja. For a particular property, confirm the applicable planning authority and land records separately. PMC’s draft plan records a Maharashtra government notification of 14 October 2016 that made CIDCO the new town development authority for villages including Taloja Panchnand, Kharghar, Owe, Navade and Pendhar.

For CIDCO housing, see the CIDCO lottery guide, and for transfers of CIDCO flats, see the CIDCO flat transfer charges guide.

How to reach Taloja

Plan the trip in two parts: the Metro or train to the area, then the last leg by road. Test that last leg at the time you would travel.

By Metro

Navi Mumbai Metro Line 1 operates from Belapur to Pendhar. CIDCO’s budget statement says it started operating 11.1 km of the line in November 2023, and refers to Pendhar at Taloja. Check how you would reach the relevant station from your building or workplace. Three things are separate:

  • Operating: Line 1, Belapur to Pendhar.
  • CIDCO’s proposals: the budget statement says CIDCO plans to extend the line from Pendhar towards the airport and that approval of the detailed project reports for Lines 1A and 2 is awaited. CIDCO’s metro page (in Marathi) also lists a later phase from Khandeshwar to Taloja MIDC. Its summary and detail sections describe these lines differently, so confirm routes and status with CIDCO.
  • MMRDA’s Line 12: MMRDA’s project page, updated on 31 August 2026, describes a corridor through Kalyan, Turbhe, Pisarve, Taloja and Amandoot, with a proposed interchange at Amandoot with Navi Mumbai Metro Line 1, and reports construction progress. It describes a project, not a service available for travel.

The Navi Mumbai Metro route map guide tracks station names, approvals and fares.

By rail

Central Railway’s Mumbai suburban timetable page links the Harbour Line timetable, which lists Belapur CBD, Kharghar, Mansarovar, Khandeshwar and Panvel, and a Trans-Harbour timetable that runs from Thane to Vashi and Panvel. Neither names a Taloja station. A Central Railway press release dated 2 August 2019 on the Diva to Roha MEMU lists these stations in order: Diva, Dativli, Nilje, Taloja Panchnand, Navade Road, Kalamboli and Panvel, then stations towards Roha. The release shows the station name and the corridor. It does not show whether a train stops there today, and it is more than seven years old, so confirm current services and timings with Central Railway before you travel.

PMC’s draft plan lists Khandeshwar, Mansarovar and Kharghar on the Thane-Vashi line and Kalamboli, Navde Road and Taloja on the Indian Rail network. Which station suits you depends on where in Taloja you are going. The Navi Mumbai local train guide explains the suburban lines, and the Kalamboli area guide and Panvel area guide cover stations further along the Diva to Roha route.

By road

Official documents name the main road differently. CIDCO’s budget statement calls it the Mumbai-Pune Highway (NH-4), MMRDA’s project page uses Old NH04, and PMC’s plan uses NH 48. Go by route names and live navigation rather than numbers.

MMRDA’s project page names Taloja MIDC Road and two works tied to it. One is a 45 m DP road from Taloja MIDC Road to Old NH04, which the page says links Taloja MIDC Road with the Mumbai-Panvel Highway at Rohinjan village. The other is the widening of the MIDC road from Taloja MIDC Road to the Ambernath-Katai Naka road, Phase II. The page’s completion dates for the two works, August 2025 (extended) and January 2026, have passed, and it does not date its progress figures.

PMC’s plan notes higher off-peak congestion on the link between Taloja MIDC and the Kalamboli junction. CIDCO’s budget statement says the Taloja bridge will connect Taloja Industrial Area to the International Corporate Park and, through the upcoming Kharghar Belapur Coastal Road, to the airport. These sources describe planned or ongoing works, and none says they are open. Check MMRDA or CIDCO for the current opening status. For the airport and sea link, see the Navi Mumbai airport flights guide, the how to reach the airport guide, the Atal Setu toll guide and the toll plazas guide.

Living in Taloja: building and daily-life checks

Compare buildings, not just the area name. This table lists what to check at the building level.

Decision What to compare
Metro and station access The route from the building to Pendhar and to the rail station you would use, the last leg, and whether the service you need runs at your travel times
Water arrangements The supplier on the bill, how water reaches the building, storage, and what the society says about interruptions
Industrial traffic and noise Visit at morning and evening peaks. PMC’s plan says heavy commercial vehicle movement on NH-48 lowers off-peak speeds
Environmental records PMC’s draft plan lists air and water pollution linked to Taloja MIDC among the issues it identifies. That is a planning document’s list, not a reading for one building. Ask MPCB for records on a particular unit nearby
Everyday services Time the trip from the building to groceries, a pharmacy, a clinic and the school gate. The schools and hospitals guides cover all of Navi Mumbai, so check each listing’s address
Building and paperwork Who bills property tax and water, whether the lease is CIDCO or MIDC, which authority approved the building, and the maintenance arrangements
Buying or renting Compare listings on the same area measurement and building criteria. Prices are in the Taloja property rates guide, and the Panvel vs Kharghar vs Taloja guide compares the three areas

The Taloja industrial area: MIDC plots and services

MIDC’s About page says it was established in 1962 under the M.I.D.C Act 1961, and lists as an aim acting as special planning authority for its industrial areas. Its public pages mention Taloja in these places.

  • Plot search: MIDC’s plot-rate search filters by district, regional office, industrial area and plot type. Its industrial area list includes Taloja, Addl. Taloja and Taloja Ph-2, and its regional office list includes RO Panvel. Read the current rate for your plot type on that page.
  • Gas: MIDC’s infrastructure page lists Taloja Industrial Area among the MIDC areas with a natural gas pipeline.
  • Fire station: MIDC’s fire station contact sheet, uploaded in 2021, lists the MIDC Fire Station Taloja at Plot P-20, Village Tondre, Taluka Panvel, with phone numbers 022-27401055 and 022-27411432. Confirm the numbers before relying on them.

MIDC’s FAQ page says MIDC plots are given on lease for 99 years. Read the lease terms in your own allotment papers.

  • Plots: MIDC’s investors page lists three routes, all in its MILAAP system. Direct allotment is for eligible investors such as mega and ultra mega projects, MoU signatories and public sector undertakings. The other two are e-bidding for industrial plots and e-bidding for residential and commercial plots, with the residential and commercial route linked to MIDC’s land allotment site. The page also links a land bank dashboard and a GIS portal.
  • Regional office: MIDC’s public notice for plot allotment, whose bids opened on 21 April 2025, lists RO Panvel against Raigad district, with the landline 022-27483647 as printed there. MIDC’s contact page gives a head office telephone number, 022-47488312, and lists no Taloja or Panvel office address.
  • Approvals and building plans: MIDC’s customers page lists services by department (land, engineering, town planning and fire), online payment, a building plan approval system and a single window clearance scheme.
  • Complaints: use MIDC’s grievance portal.
  • Recurring charges: MIDC’s FAQ says property tax is levied by the local body concerned, water is billed by MIDC on meter readings with an infrastructure service charge included, and common effluent treatment plant charges go to the local industry body that runs the plant, where there is one. For electricity, pay through the supplier named on the connection and the current bill, and check the consumer category and applicable charges separately from MIDC water and estate charges.

Pollution records and local offices

For port and freight context, see the JNPT port guide and the cargo and logistics guide.

  • Pollution and environment: the Maharashtra Pollution Control Board lists an S.R.O. Taloja covering MIDC Taloja and Uran taluka, with its office at Raigad Bhavan, 7th floor, Sector 11, CBD Belapur (telephone 022-27572740), and lists its Raigad-I office as covering Khalapur and Panvel talukas except MIDC Taloja. For records on a particular unit, ask MPCB.

Sources and a note on timings

Sources reviewed on 9 October 2026: MIDC, Panvel Municipal Corporation, the Raigad district website, CIDCO (including its 2026-27 budget statement), Central Railway (timetables and the 2019 Diva to Roha release), MMRDA and the Maharashtra Pollution Control Board, as linked above. Boundaries, timetables, plot rules and project status change, so confirm with MIDC, PMC, CIDCO, Central Railway, MMRDA and the body that issues your tax bill before you rely on them. Frequently Asked Questions

Where is Taloja and which district is it in?

MIDC’s fire station list gives a Taloja address in Taluka Panvel, District Raigad, with PIN 410208. Taloja combines an MIDC industrial area with CIDCO housing sectors. Use the district and PIN printed on your own documents.

Is Taloja a CIDCO node?

CIDCO refers to Taloja as a node in its 2026-27 budget statement and names housing sectors there. CIDCO’s separate nodal-plan index does not list Taloja among its 13 entries. For a particular property, confirm the applicable planning authority and land records separately.

Does the Metro reach Taloja?

Navi Mumbai Metro Line 1 operates from Belapur to Pendhar, and CIDCO’s budget statement refers to Pendhar at Taloja. Check how you would reach the station from your building. CIDCO’s extension proposals and MMRDA’s Line 12 project are separate from the operating line and are not services you can travel on.

Is there a railway station called Taloja?

Central Railway’s suburban timetables list no Taloja station. A 2019 Central Railway release names Taloja Panchnand, between Nilje and Navade Road, on the Diva to Roha MEMU route. That shows the station and corridor, not a current stopping pattern, so check with Central Railway before you travel.

Which civic body governs Taloja?

PMC’s history page lists the CIDCO colonies of Taloja in its area, and its draft development plan shows the Taloja MIDC area as a separate planning-authority area inside its limits. The current property-tax bill identifies the billing authority. Water supply, building permissions, CIDCO lease matters and revenue records may require separate checks.

Which PMC ward is Taloja in?

PMC’s ward offices page lists A at Kharghar, B at Kalamboli, C at Kamothe and D at Panvel, and does not name Taloja. Ask PMC on 1800-227701 or 022-27458040 which ward covers your address.

What should I check before buying a CIDCO flat in Taloja?

Confirm the scheme and allotment terms with CIDCO, and the transfer rules if you are buying a resale flat. Check which body bills property tax on the current tax bill, how water reaches the building, and the revenue records at the Panvel Tahasil Office. Compare station access and the daily route by visiting at your own travel times.

How do I get a plot in the Taloja industrial area?

MIDC’s investors page lists direct allotment for eligible investors, e-bidding for industrial plots and e-bidding for residential and commercial plots, all in its MILAAP system. MIDC’s April 2025 plot notice lists RO Panvel against Raigad district for plot details, and MIDC’s FAQ says plots are leased for 99 years.

Which roads serve Taloja?

Official documents name the Mumbai-Pune Highway (NH-4 in CIDCO and MMRDA documents, NH 48 in PMC’s plan), Taloja MIDC Road and the Mumbai-Panvel Highway. MMRDA’s project page lists works on Taloja MIDC Road with completion dates that have passed. These sources describe planned or ongoing works, so check MMRDA or the road authority for current opening status.
