Who runs what in Kharghar
PMC’s History page says the corporation came into existence on 1 October 2016 and covers 29 revenue villages of Panvel taluka together with the CIDCO colonies of Taloja, Kharghar, Kalamboli, Kamothe and New Panvel. CIDCO’s 2026-27 budget statement lists Kharghar among developed areas handed over to the municipal corporation, and it also lists CIDCO electrical infrastructure works in Kharghar sectors 1 to 24 and 25 to 45. PMC’s ward-office directory lists four offices: A Kharghar, B Kalamboli, C Kamothe and D Panvel. For Ward A it prints the address as Kharghar, the email khargharpmc@gmail.com, the landline 022-27458040 and a map link. A PMC staff directory PDF linked from its property-tax portal (file created July 2025) places the Ward A office in Sector 13, near the primary school, in the former Kharghar gram panchayat office, Panvel 410210, and lists a separate A1 sub-division office at Navade. Hours are not printed, so phone before you visit. A ward-office address does not tell you which ward your own building falls in, so ask PMC if you need to be sure.

How to get to Kharghar
By train
Kharghar is on the Harbour line. Central Railway’s Mumbai Suburban time-table page links the CSMT to Goregaon to Panvel timetable, shown as effective 1 May 2026. From Vashi it lists Sanpada, Juinagar, Nerul, Seawoods Darave Karave, Belapur CBD, Kharghar, Mansarovar, Khandeshwar and Panvel, in that order. The Panvel to CSMT timetable lists the same stations in reverse. Central Railway’s station list gives Kharghar the code KHAG. Not every Harbour train goes as far as Kharghar. The abbreviations sheet explains the train codes, for example Belapur CBD local and Vashi local, so check the destination of the train you plan to take.
Trans-Harbour trains from Thane also reach Kharghar. In the Trans-Harbour timetable, shown as effective 13 January 2024 and older than the Harbour one, the Thane to Panvel trains (marked TPL) show times at Belapur CBD, Kharghar and Panvel. Trains marked TNU end at Nerul and trains marked TV end at Vashi. Check the page for a newer edition. CIDCO’s budget statement says CIDCO built Kharghar, Mansarovar and Khandeshwar stations and that they are operational.
Do not mix up Kharghar with Kharkopar. Kharkopar is a different station, on the Port Line timetable (effective 15 December 2025). Neither timetable gives station exits or walking distances, so plan the last leg from the station to your building separately. By metro
Navi Mumbai Metro Line 1 runs between Belapur and Pendhar. CIDCO’s 2026-27 budget statement describes it as 11.10 km, elevated, with 11 stations and one depot, and says it started operating in November 2023. CIDCO’s Kharghar plan marks metro stations and an elevated alignment through the Corporate Park area. CIDCO’s pages do not list the station names, and news reports use different names for some of them, so the Navi Mumbai Metro route map guide lists what was reported at opening. Confirm the station names and entrances at the station, because a station name does not tell you which sector or entrance suits your building.
CIDCO’s budget statement describes Line 1A (Belapur to Sagar Sangam) and Line 2 (Pendhar to the airport) as proposals, with CIDCO’s board seeking government sanction and construction proposed from 2027-28. Documents number highways differently, so follow route names and current signs. CIDCO’s budget statement also describes a proposed Kharghar-Belapur-Nerul Coastal Road as an alternative to the Sion-Panvel road. It was awaiting final forest clearance and a High Court permission on mangrove cutting, with work expected from April 2026. That date has passed, so check CIDCO for its status. It is not an operating road.
Getting your bearings: sectors and landmarks
CIDCO’s Kharghar Nodal Plan carries the date 09.06.2017 and a scale of 1:4000. It numbers sectors from 1 to 45, and CIDCO’s budget statement also refers to Kharghar sectors 1 to 24 and 25 to 45. The plan’s own notes say locations are indicative and subject to minor modification, that it is issued for information only, and that the uses indicated are not statutory reservations under the MR&TP Act 1966. Treat it as a guide to the layout, and confirm a plot, boundary or future facility with CIDCO or PMC.

PMC services. PMC’s website lists helplines 022-27458040 / 41 / 42 and 1800-227701. Its head office address is printed as Swami Nityanand Road, opposite Gokhale Marriage Hall, Panvel 410206, which is the head office and not the Ward A office. Property tax. PMC’s portal at panvelmc.in lets you search by UPIC, by property number with node and sector, or by mobile number.
